TXP Medical Co. Ltd.  (headquarter: Bunkyo-ku, Tokyo, CEO :Tomohiro Sonoo, hereinafter "TXP Medical"), which develops the "NEXT Stage ER" series, a patient information recording and management system specialized for emergency departments, and Allm Inc. (headquarter: Shibuya-ku Tokyo, President: Teppei Sakano, hereinafter "Allm"), a company that develops ICT business, including the "Join" application for communication among medical professionals, signed a business alliance agreement in December 2020 to centralize patient information before and after delivery in the emergency field and to provide real-time information collaboration within and outside hospitals and among multiple professions. “Next Stage ER mobile”, a mobile patient information recording and management system developed by TXP Medical and launched in December 2020, is equipped with advanced input support AI technology such as voice input and image recognition for emergency medical services. The system is linked with "Join", a communication application between medical professionals developed and provided by Allm, and is now being offered to medical institutions, local governments, and emergency medical teams nationwide as a comprehensive solution to support emergency medical care.

TXP Medical is developing its business under the corporate mission of "saving lives with medical data", aiming to save more lives in the medical field by circulating data through the integration of fragmented medical data into a platform. The company's core business is the provision of the NEXT Stage ER series, a comprehensive data platform for emergency departments that operates on hospital electronic medical record terminals, and it has been informally introduced and is in operation at 34 regional flagship hospitals nationwide, mainly emergency centers and university hospitals. (As of the end of November 2020)

In addition, we develop and provide medical AI modules and voice input technology to support clinical operations, provide research support services utilizing the know-how of our research team that conducts numerous academic studies and disseminates information, and are engaged in the medical data service business, in which medical data accumulated and integrated through our services is used in the development of new medical technologies, the pharmaceutical industry, insurance business, and other areas.

NSER mobile" which is part of the "NEXT Stage ER" series, is a mobile application that seamlessly links information to electronic medical records and real-time recording in the emergency medical field by incorporating voice command input and image analysis technology. It is a mobile application that enables real-time recording in the emergency medical field and seamless information linkage to electronic medical records by incorporating voice command input and image analysis technologies. In October 2019, we began offering the system to medical institutions with doctor cars, and in December 2020, we launched a version for emergency medical teams. The system is being deployed for doctor car operating hospitals and emergency medical teams nationwide as an input support solution at emergency scenes, where every second counts.

Allm, on the other hand, has provided Join to approximately 700 university hospitals and medical institutions in 20 countries, both domestically and internationally, as well as to acute care community collaborations and cross-border telemedicine collaborations. Allm also has a wealth of experience in providing mobile ICT solutions in the medical field, and has developed and provides "Join," a communication application between medical professionals that can be used for remote medical treatment by linking with PACS and other devices to view and share DICOM viewers and videos such as angiography and EEG as diagnostic medical images, and chat and video calls. Join enables doctors outside the hospital to provide consultation to group members in the app during nighttime and holidays, providing benefits such as speedy diagnosis and remoteness to the medical field, especially in acute care.

The purpose of this collaboration is to provide real-time information coordination between multiple disciplines inside and outside the hospital and in the field of emergency medical services. The communication of information between emergency medical teams and medical institutions is mostly done orally by telephone, etc., and there is still no system in place to automatically share patient data entered by emergency medical teams with medical institutions, and to link and unify patient information before and after delivery. In order to realize more secure and accurate medical care for both patients and medical teams, smooth data linkage between emergency medical teams and medical institutions is expected. In addition, analog operations, which are still the mainstream in the field of emergency medical care in Japan, are straining the work of both medical personnel and emergency medical teams, and there is a need to improve productivity and reduce labor through DX. The addition of the "Additional Payment for Ensuring Regional Medical System" (*1) to medical treatment fees in FY2020 requires that the number of transports by emergency vehicles or helicopters be 2,000 or more per year and that reforms in work styles, such as reducing the burden on hospital physicians and improving their compensation, be implemented. In addition, the IT-based efficiency improvement is inevitable in the field that supports the demand for emergency medical services. In addition, the recent outbreak of new coronavirus infection has made it difficult to accept emergency patients promptly, further increasing the need to immediately share patient information with hospital staff prior to transport and make appropriate and prompt acceptance decisions.

By linking TXP Medical's "NSER mobile" and Allm's "JOIN" systems, various information entered by the emergency team during the patient identification and transport process can be securely and seamlessly shared with all parties in the hospital before arrival at the medical facility, and then linked to the electronic medical record after arrival at the medical facility. (See Figure "Image of Allm and TXP Medical Emergency System Linkage") Specifically, the system supports real-time (1) "patient information input" at the scene of an emergency using an input-support AI, and (2) immediate data transfer at the time of a "request for admission" to enable the appropriate and instantaneous search for a medical institution to receive the patient. When the destination for (3) "emergency transport" is confirmed, the information entered by the emergency team in (1) and (2) can be instantly shared within the medical institution with the hospital staff in (4) to prepare for the hospital's internal preparations. Furthermore, by securely handing over patient information via QR code or other means after emergency transport, it is possible to (5) "link information to medical records". Through the linkage of the two systems, we aim to realize the integration of patient data before and after delivery in emergency medical services and provide a comprehensive solution to support the tightening emergency medical services scene.

Through this collaboration, TXP Medical and Allm will work to promote DX in the emergency medical field by introducing this comprehensive solution for emergency medical support widely in the region, reduce the burden of on-site recording work, realize a higher quality emergency transport system, and provide feedback by centralizing patient data before and after delivery, thereby contributing to improving the quality of medical care.

(*1) Additional fee for ensuring regional medical care system: A new evaluation formulated for medical institutions that perform important functions in the regional emergency medical care system, which have a harsh working environment from the perspective of ensuring regional medical care. For medical institutions with a certain track record in the local emergency medical care system, a new evaluation for the provision of inpatient care will be established on the premise that appropriate labor management, etc. will be implemented. Specifically, patients admitted to an insurance medical institution that has been notified to the Director of the Regional Bureau of Health and Welfare, etc. as conforming to the facility standards specified separately by the Minister of Health, Labor and Welfare with regard to the system for providing emergency medical care, reducing the burden on hospital workers, improving treatment, and other matters (basic hospital charges under Section 1 (excluding special basic hospital charges, etc.)) will be newly evaluated. ) or specified inpatient hospitalization charges under Section 3. (limited to patients who are currently calculating the additional fee for ensuring community health care system among the basic inpatient charges (excluding special inpatient charges, etc.) under Section 1 or the specified inpatient charges under Section 3). (2) For patients who have been hospitalized for more than one year (excluding those who have been hospitalized for more than one year), the prescribed number of points shall be added only for the first day of hospitalization in accordance with the classification pertaining to said criteria.
